No. Directories may verify a phone. They never generate a lead. Score 4 — the old local-pack tab — is retired. If the market is thin, we say so.

Score 1 is a paid print display ad from 2023 onward. Score 1B is a ranked placement in a closed, published contest with no ad found. Both ship in the print headline as 1 + 1B. A live-ballot nominee is Score 6 and stays off the headline.

Qualify fails, and we stop. A live website is not a live paper — we check the e-edition archive. When the paper is dead, display ads, specials, and contests are dead with it.

Scout is two weeks. Territory is same-week once the fence, store, and rep are named. We do not start extraction until the publication census is complete.
